This is usually caused by line noise and is more prone to happen on the Tranz 330 models than the 380's which run our program pretty much the same, but there are some internal physical differences.
The 330's are more prone to saying "no response from host" than the 380's, since they interpret all kinds of noises as "connections" and then complain when no valid data comes over them. Most of the time, that causes no problem, but some phone systems may make slight noises that confuse the clock.
They aren't necessarily broken (330) - they just have a simpler design, an older version of the internal modem, that makes them more prone to this.
The solution is to just keep trying, or to try a different phone line.
IF you have a model 380 available, try it instead. The modems in the 380 are much better at discriminating a real connection from "noise".
